Pluxee Reacts to the Changes to the PAT Announced by the Brazilian Government

Pluxee expressed its concerns following the Brazilian government's announcement regarding the Workers' Food Program (PAT). In Paris, on November 11, 2025, the company took note of the new measures affecting merchant commission rates, reimbursement deadlines, and the processing of meal vouchers that could be implemented within 90 days.

These measures, which contradict prior discussions with the ABBT trade association, could jeopardize the long-term viability of the PAT. Pluxee fears increased usage and compliance issues, as well as a potential financial imbalance with public sector clients.

For over forty years, Pluxee has contributed to the development of the PAT (Public Transport Act) through innovative solutions. The new provisions could limit the competitiveness of issuers, prompting Pluxee to consider legal action. An analysis of the financial implications will follow the publication of the decree.
